We are pleased to inform you that our software system upgrade is nearly complete. As part of this transition, your water invoice, starting with the November 2025 statement, will feature a new look and new account number.

After you receive the new invoice statement, you will be able to view your Billing History, Payment History and Pay Your Bill using your credit card (Visa, MasterCard, Discover or American Express) or electronic check. We provide an online experience that is secure and convenient. More details about these new payment options as well as others are enclosed. We invite you to visit our website at www.sienviro.com.

*Please note: Due to the system upgrade, electronic payments will be unavailable for your October 2025 bill due 11/20/2025. During the transition, your available payment options will be:

Option 1: A check or money order made payable to your district brought to one of our offices or mailed to PO BOX 4824 HOUSTON, TX 77210-4824. Please make sure to include the service address or old account number on the check. Option 2: Pay after the upgrade-no late fees. You may wait to pay after the system upgrade, when you receive your November 2025 statement, using your new account number. You’ll be able to pay both October and November bills together. No late fees will apply for the 11/20/25 due bill.

Our goal is to make this transition as smooth as possible and to continue delivering the high level of service you expect from Si Environmental. Answer: Register your account to view your bill online or sign up for e-billing.

Answer: You can register your account to make payments or skip the registration to pay as a guest. Once you have successfully logged in, please choose the “Make Payment” option on your Home page. You have the following payment options online:

  • Credit Card (Visa, MasterCard, Discover, Amex)

  • E-Check

By phone: You can make a payment over the phone during regular business hours by contacting a live First Billing Services Customer Service Representative at (855)270-3592. The First Billing Services office is open Monday – Friday from 8:00AM – 4:30PM CT.

You can also contact the 24 hour automated phone bill payment system. The phone number for your district is located on your bill.

By Mail: Send payment to the secure payment processing center using the envelope and payment stub included with your bill. If you do not have a payment stub, please make sure your full account number is listed on your check or on your money order and send your payment to:

Answer: To create a new account, you will need to enter the following information:

  • Account Number
  • Zip Code of Billing Address

Answer: Please click on the “Forgot your User Name?” link on the Secure Client Log In screen. Enter your email address and click “Retrieve User Name” to retrieve your user name via email.

Answer: Please click on the “Forgot your Password?” link on the Secure Client Log In screen. Enter your user name and click “Reset Password” to receive a temporary password via email.

Answer: To view a copy of the previous payments processed by First Billing Services, choose the “Account History” option on your home page. You can email or print receipts from this location.

Answer: Register one of your accounts using the “Register” tab from the Secure Client Log in screen. Click on “Manage Accounts” to add additional accounts to your username. Once the additional accounts are registered, navigate the accounts using the quick drop menu on the top right side of your screen.

Answer: Click on “Manage Accounts” to remove an account from your username. Simply click on the delete button of any accounts you wish to remove.

Smart Meter Usage

As part of the District’s ongoing efforts to improve services to its customers, you now have direct and secure access to your water usage data. HC WCID 116 EyeOnWater suite of available tools includes a secure online website to review and analyze your usage patterns. A consumer smartphone app is also available, and can be downlaoded from the app store.

With these tools, you are now able to view your hourly usage activity and gain greater understanding and control of the amount of water you use. EyeOnWater Online provides easy to understand graphs and the ability to establish alerts–including identifying potential tasks.
