Online Account Instructions

Setting Up Your Online Account
  1. Go online to topswater.com
  2. Go to “Customer Service” at the top right of the page and click “Customer Portal”
  3. Click the blue “Sign up now” link
  4. Enter your Security Code that can be found on your new account email or at the top right corner of your regular white If you are having problems finding your security code or do not have a copy of your bill available, our office number is 281-807-9500.
  5. Enter an Email Address of your choice and click the green “Send Verification Email”
  6. Once you have completed these steps, check your Email for the verification
  7. Click the verification link provided in your Email, this will take you to a new screen where you can enter in a username and password to finish creating your
  8. Enter your username and password and click the green “SIGN IN”
Setting Up EBill
  1. On the Home page, on the right-hand side at the top click the “My Account”
  2. On the left-hand side you will see “Bill Delivery” click on “eBill” this will take you to your eBill
  3. On the right-hand side there is a button that says “OFF” this button controls your ability to enable eBill sign up.
  4. Click the “OFF” button and from there click the circle of what you would like to receive. We would like to encourage you to update your settings to “eBill only” as this will allow you to receive your bill directly through email as well as save on paper, then click the green “Update”
  5. Then your screen should change with a green sign at the top saying “eBill settings have been saved A notification has been sent to your email address confirming this change.”
Making an Online Payment
  1. You can also make one-time online payments through your online At the top right, you will see a tab that says, “Pay Bill”, click this tab.
  2. Follow the remaining prompts for entering your payment information and pay and
  3. Please call customer service with your confirmation number to verify the payment posted to your account or if your water service is turned off, to restore service call 281-807-9500 before 3pm for same-day
  4. If you would like to setup Auto Draft Payments, please fill out the ACH SETUP FORM on our website and email it to cyp.customerservice@sienviro.com

*For security purposes, online accounts are deactivated after 90 days of no use. To reactivate your account, please call our office at 281-807-9500. Thank you, we appreciate your business!

An automatic draft option has proven popular with customers. The draft is made on or about the 20th of the month.

NHCRWA Rate Decrease

The North Harris County Regional Water Authority (NHCRWA) will have a rate decrease effective February 1, 2023. The Regional Water Authority Fee on your water bill is a passthrough fee imposed by the NHCRWA on all water pumped from wells within its jurisdiction. The rate for Surface water will decrease to $4.55 per 1,000 gallons. Please visit www.nhcrwa.org for more information.

Smart Meter Usage

As part of the District’s ongoing efforts to improve services to its customers, you now have direct and secure access to your water usage data. HC WCID 116 EyeOnWater suite of available tools includes a secure online website to review and analyze your usage patterns. A consumer smartphone app is also available, and can be downlaoded from the app store.

With these tools, you are now able to view your hourly usage activity and gain greater understanding and control of the amount of water you use. EyeOnWater Online provides easy to understand graphs and the ability to establish alerts–including identifying potential tasks.
