NOTICE OF WATER METER REPLACEMENT

HARRIS COUNTY WATER CONTROL AND IMPROVEMENT DISTRICT NO. 116

Dear Customer,

Harris County Water Control and Improvement District No. 116 (HCWCID No. 116) will be conducting a scheduled Smart Water Meter Replacement Program throughout the District. This initiative is part of the District’s ongoing commitment to maintaining and enhancing the reliability, accuracy, and efficiency of the water distribution system.

The meter replacement program is expected to be completed by September 15, 2026.

What to Expect:

  • A District-authorized contractor will perform the water meter replacement.
  • Most meter replacements take approximately 15–30 minutes to complete.
  • Your water service will be temporarily interrupted during the replacement.
  • The contractor will briefly run an outside faucet to verify the new meter is operating properly and to remove any air from the service line.
  • After service is restored, you may notice air or slightly discolored water. If this occurs, run the cold water from a faucet for several minutes until the water runs clear.
  • In most cases, you do not need to be home during the replacement, provided the water meter is accessible.
  • If the contractor is unable to access your meter or encounters an issue requiring your assistance, you may be contacted.
  • The contractor will make every effort to leave the work area in the same condition as it was found.

EyeOnWater Users

Customers using the EyeOnWater mobile app who do not immediately see current water usage after their meter has been replaced should not be concerned. Usage data will begin displaying after the first billing cycle following the meter replacement. No additional action is required on your part.

Smart Water Meter Replacement Program Frequently Asked Questions (FAQ)

Why is my water meter being replaced?

The District is replacing existing water meters as part of an infrastructure improvement program to enhance system reliability, improve meter accuracy, and provide more efficient water usage monitoring.

Do I need to schedule an appointment?

No. In most cases, an appointment is not required. The contractor will complete the replacement as long as the water meter is accessible.

Do I need to be home?

No. You do not need to be home during the replacement unless the contractor requires access that is not readily available.

How long will my water be turned off?

Water service will typically be interrupted for approximately 15–30 minutes while the meter is replaced.

Will the contractor need access to my home?

No. The contractor only needs access to the water meter, which is typically located near the street or within a utility easement.

What should I do after my water service is restored?

You may notice air in your plumbing or slightly discolored water. Simply run the cold water from a faucet for several minutes until the water runs clear.

Will my water bill increase because of the new meter?

The new meter does not change the District’s water rates. However, because new meters are more accurate, they may record water usage more precisely than older meters.

Will my irrigation system or pool auto-fill be affected?

Your irrigation system, pool auto-fill, or other automatic water devices may lose pressure while the meter is being replaced. If necessary, check your controller or timer after water service has been restored to ensure it is operating correctly.

Will I continue to see my water usage in the EyeOnWater app?

Customers using the EyeOnWater mobile app may not immediately see current usage after their new meter is installed. Usage data will begin displaying after the first billing cycle following the meter replacement. No additional action is required.

How will I know the contractor is authorized?

The contractor has been authorized by Harris County Water Control and Improvement District No. 116 to perform the meter replacements. Contractor personnel will carry company identification and use clearly marked vehicles.
